Material Components

For spells like this one, it doesn't specify whether the "incense" is consumed, what the house rules It's a good spell, but I'm sure if it's worth 250 gp per casting. One would think that incense is more of a consumable a spell focus.

Stalwart Pact (Spell Compendium,  p. 204)

 Evocation
 Level: Cleric 5, Pact 5,
 Components: V, S, M, DF,
 Casting Time: 10 minutes
 Range: Touch
 Target: Willing living creature touched
Duration: Permanent until triggered, then 1 round/level
 Saving Throw: Will negates (harmless)
 Spell Resistance: Yes (harmless)

You touch your ally and empower him with a spell that will later take effect in dire need.
Once this spell is cast, it remains dormant until the subject is reduced to half or less of its full normal hit points. Once the subject has taken enough damage to reduce it to half or lower hit points, it immediately gains 5 temporary hit points per two caster levels (maximum 35 hit points at 14th level), damage reduction 5/magic, and a +2 luck bonus on saving throws. The hit points, damage reduction, and saving throw bonus disappear when the spell ends.
Material Component: Incense worth 250 gp.

Material components are consumed.  If is says the material is a focus item, then it is not.

I think we should be flexible with the cost of consumed material components since our gold supplies don't typically mimic the gold the game rules say a typical adventure has.  I think this is the only spot where an adjustment is needed.  I like that other things that cost gold are more rare but it really hurts with spells

I would like to have a better system than the hard cut off at 10gc (meaning anything more than that we don't assume you have all you need), but until we have an easy to use system I don't want to change it.

I thought our cutoff was 1 gc.
