What do you do with the Horarians?

Some crowd is still watching, even after the 'constable' decrees that none of you are under arrest.

Also, my error, it was the end of the 7th month, not 6th month.  So not over the day of light.  Still really hot, so not much change.

It is the 4th day of the 8th month when you encounter the Horarians.

Esra anppears immediately after the fight is over. You see him kneeling next to Kado and locking the Horarian’s hands behind his back in a set of manacles.

“I only have the one set of restraints. This one seems the biggest threat. I have rope for the others.”

There remains some crowd watching, pointing, and talking about what happened.

Terlus scouts around, looking for others that may be part of the Horarian group that had not joined in on the fight.

The 'constable' is joined briefly by others, armed and lightly armored, who discuss out of earshot things.  He does begin to question all of you about what happened.

Does anyone not directly and at least mostly honestly answer?

Akrah will help tie up some of the unconscious, or carry them if needed.  She doesn't have any rope skills, so Ersa will have to do that part.

Barek tries to spot amongst the crowed any others that might have CB symbols on them.

Oz will go around and stabilize all those who are about to die with 1 point Cure Minor Wounds.

Rano will climb to high ground as close to the battlefield as possible and spot for more bad guys.

Iwakasi will keep an eye on the Horarians until they are tied up.  He will answer any questions posed to him by the 'constables' to the best of his ability and add that Father Haas knows of some of this groups recent plots in other lands.  We should take them to the High Temple so he can Judge them properly.

Jesse brings back the caltropped runner and offers to create his floating disk to get the survivors and deceased back to the High Temple.  He also suggests a thorough searching of the Horarians to see what, if anything, they have on them (hidden weapons, etc...).

Breach follows behind and slaps the people Oz is healing to deal nonlethal damage so they stay unconscious.

He cooperates with the authorities. He name drops Haas every other sentence.

Note that in the days you have been in the city, you get stares because many of you are out of the ordinary.  However, pilgrims are common and the law forbids harassment based on appearance (note this does not include the appearance of a banned flag or deity symbol).

One comment you hear from several merchants, guides, and such is about the constant winds from the north which batter the giant section of the city.  Jaswap is a city of stories (Tyrogatore prefers verbal history to writing).  The current popular one is that the dessert is angry about the encroachment of the buildings.

Assuming the winds are why there are shutters on the north facing side of the hotel?

How many Horarians are there? Kado + 3 unconscious + 1 deceased?

Esra pull a rope from his haversack, cuts it into appropriate length sections, and binds the 3 (I think) nameless, unconscious Horarians. I take 10 on each. Enhanced Use Rope check total is 33 (note that you get a default +10 to the check to bind someone per the PHB, which is news to me).

Someone else can load them on the floating disk. Once there, Esra connects all 5 of them together with another length of rope, including the manacled Kado and the corpse.

While binding, Esra searches and removes any items, pouches, or weapons.

Everything is horarian characters and symbols.  Several represnt deities you have heard of before.

There were 7.  Kado, four that stood by him, and 2 that ran.  One is dead.

Figment tell the story in great detail and says how he approached them and hoped he would become their friends but they they got scared and started running.  Which meant they probably weren't friends because why would they run so they must be the enemy.  So we hunted them down and brought them to justice and now we should share a meal of our enemies' dead and rejoice in our victory.

Clarification on something I said about temples/ Shrines.  The temple of Treetop and the shrine to Habastly are both at the same place, called the Oasis.

I think when I was describing, I made it sound like there were two places in the city called the Oasis.

I mentioned the population is over 300,000; which is accurate.  There is a lot of disagreement among those who talk about it how much over that number is.

The mentioned snake guard, an elf, is named Sira.  Other than Haas, he is given more deference than anyone else in the city.

There are no powerful wizards that are mentioned in your near week here so far.  Someone name drops the Sultan and the Barons, but unless you have reason to deal with them, no one cares much about them.  Haas is the cult of personality in the city.

You also learn that in strong times, such as now, Jaswap's influence grows to the areas around it.  They never officially control nearby areas, but their sphere of influence dictates a lot.

Since Haas' ascension to high cleric, nearby towns have taken note.  The first clear sign of a regional dominion in the port of Magenthia.  The story in Jaswap right now is they bow to the will of Haas and Tyrogratore.

The particularly bold citizens talk about Baenrl being subservient to Haas as well.
