At one point on the second day, Leonard the Mayor goes to Vor'Ruk and says, "It occurs to me that your task would be easier if you could find Sebaston Allgron, he is the city's master lumberjack and head of their guild.  He not very important for keeping the town running, which is why I haven't sent the other to find him, but if might be of great use to your construction efforts."

Out of curiosity, how many people remain charmed throughout the city?  We've been freeing people everyday, but I don't know how many are left.  I'm including those considered to be of lesser importance to the mayor, not just the major players.

The city has about 400,000 residents.  Having been free and consulting with the cleric of Celetal, the mayor thinks that about one in one hundred were directly charmed.  That number is enough to make the city dysfunctional, since the charmed were generally leaders.  If you have freed about 15% of the city; that still leaves thousands under magical influence...with many others mundanely confused or mislead.

Where can I find this.. Sebaston?  Or maybe the Lumberjack Guild?

Okay, so about 4000 are affected and we freed about 600.  How long would it take, by the mayor's and other experts' estimates, to free the remaining 3400?

Best case would be two weeks.  But that assumes no recurring charms and no unforeseen obstacles.

I think if we kill Zat, we'll have a substantially higher chance of reducing recurring charms.

Do you know what came first, the halflings or the live water?  What was this lake before the live water came?  What changed about the lake to make the halflings guard it?
