According to the spell, the recipient can speak one language at a time of his choice.  He is not understood by everyone whenever he speaks.  He does understand all languages spoken to him.

I think whoever has this spell cast on them can choose whatever language they want to speak.  So, in the case where Ajax wanted to speak Dwarven, he would be able to.

That is how I read it.  The difference is, I believe in the past we have played that when the character that has it cast on them speaks, everyone can understand him regardless of what language they understand.

Reviewing all of the house rules with our negative level discussion.  I am locking the ones that we appear to have concluded.

Did we all agree that the Tongues only allows one spoken language at a time as per the rules?

I have no problem with that as long as the majority prefer that version.

What's wrong with the way Tongues works now?  You can understand all languages at once and speak one at a time.  That seems like it makes sense.  You can't speak more than one at a time anyway unless you have multiple heads or multiple sets of vocal chords.  Am I missing something, or is the issue that people want the spell to allow you to speak and have everyone around able to understand all at once?

If that's the case, maybe Windblade is right and there should be a Greater Tongues at third level for Bards and fourth for Sorcerers/Wizards.

Casting Time: 1 standard action
Range: Touch
Target: Creature touched
Duration: 10 min./level
Saving Throw: Will negates (harmless)
Spell Resistance: No

This spell grants the creature touched the ability to speak and understand the language of any intelligent creature, whether it is a racial tongue or a regional dialect.  When the subject speaks, everyone that can understand at least one language can understand.  Tongues does not enable the subject to speak with creatures who don’t speak.  The subject can make itself understood as far as its voice carries.  This spell does not predispose any creature addressed toward the subject in any way.
Tongues can be made permanent with a Permanency spell.
Arcane Material Component: A small clay model of a ziggurat, which shatters when the verbal component is pronounced.
