From Frostburn:

WINTER DOMAIN

Granted Power: During the winter season, you gain a +2 sacred bonus on all Wisdom-based skill checks.

Winter Domain Spells
1   Snowsight*: Normal vision in winter weather conditions.
2   Snow Walk*: Increase your speed and walk effortlessly on top of snow without leaving tracks or scent.
3   Winter’s Embrace*: Subject takes 1d8 damage/round; can cause fatigue.
4   Ice Storm: Hail deals 5d6 damage in cylinder 40 ft. across.
5   Blizzard*: Temperature drops and powerful blizzard reduces visibility to zero.
6   Death Hail*: Summons a storm of death hail.
7   Control Weather: Changes weather in local area.
8   Summon Giants (Frost Giants Only)*: Summons outsider giants to fight for you.
9   FimbulwinterX*: Creates winter weather for miles around you that lasts for months.

Swap out:
#9 for Summon Elemental Monolith (SpC)
#8 for....Undermaster (SpC) but only applicable with snow and ice?

Not all Frost Giants are evil (you weren't around for the Frozensky campaigns where they met a lot of good ones) so that spell can stay for Gnarion if we want.

#8 Earth Glide from Races of Stone, but only applicable to snow/ice.

Frost giants are ice gnomes are mortal enemies aren't they?

Granted Power: You can turn or destroy fire creatures as a good cleric turns undead. You can also rebuke or command cold creatures as an evil cleric rebukes undead. Use these abilities a total number of times per day equal to 3 + your Charisma modifier. This granted power is a supernatural ability.

2   Snow Walk*: Increase your speed and walk effortlessly on top of snow without leaving tracks or scent.
3   Winter’s Embrace*: Subject takes 1d8 damage/round; can cause fatigue.
4   Ice Storm: Hail deals 5d6 damage in cylinder 40 ft. across.
5   Blizzard*: Temperature drops and powerful blizzard reduces visibility to zero.
6   Cone of Cold
7   Ice Claw
8   Polar Ray
9   Fimbulwinter OR Obedient Avalanche

A mix of self help spells (2); attack spells (5); and area effecting spells (2)

Exchanging Ice Storm for Wall of Ice would balance those a little.

What about this:

7   Ice Claw or Greater Glacial Ward*
8   Polar Ray

Swap out either Cone of Cold or Ice Claw for Greater Glacial Ward
Greater Glacial Ward: Area around you provides SR 25 against fire spells and effects
