Are currently Undeath, Repose, Magic, Innovation?
I think I suggested Necromancy from one of those Eberron books, but he's limited to only four right?
Undeath and Repose are really just 2 different views of one subject matter, and a cleric can't have both, so shouldn't it just count as one (Undeath/Repose)? Same can be said for Magic/Necromancy. Which would free up a spot for something martial (he is the Bladelord, afterall).

Yes, he is limited to 4. I had considered a sect variant for some deities, such as Falan. Where dependent upon sect, one domain is different, just as you described.
Yes a martial domain can be added, the question is which one, keeping in mind it can't be something unique to Falan.

What's the basis for the number of domains each deity has access to? That a d20 thing or a Habololy thing?

I already understand what the rules are, I'm asking if that's a d20 guideline or a DM guideline.

I set them out to give some structure to how many domains the deities get. Makes it a little easier with some restriction. Also makes sense that more powerful deities would have more options.

I like the Sect variant rule. It makes sense from both a story and meta game perspective.
I would make Magic the mandatory domain as it affects all the other options. So if you are from the necromancy aspect it would be magic and repose or undeath for the Eternal, magic and innovation or magic and swords.
I would like to look at a Swords domain. For Falan, as is reflected in the Bladelord PC, the continuous quest to perfect the creation of swords is intertwined with the same effort to perfect the self. In keeping with Falan's contradictory personality this is in opposition to the Innovation aspect in some regards.
For the Swords domain it would be a mix of creation/enhancement and use/combat. It would also likely include one or more of Falan's spells.

I think DM had decided to scrap the idea of forcing a domain on somebody especially since we are specializing all the domain to the habololian gods. Since all domains are tailored made to the deity it shouldn't matter which ones you pick.

I am leaning towards no on the mandatory domains. I think with this effort, we have given each deity a good list of domains for them. I could envision a Weapon & Innovation cleric of Falan. Or a Repose & Weapon cleric.

or a repose and innovation cleric/tinkering named Artemus. Magic doesn't really fit Atermus. Innovation because of his tinkering side. And repose because of his battle against the undead at his home town.

We will not be using the new domain spell lists tonight for the clerics. However, if you want to use the new domain abilities, since they are set for Falan's domains, you can.
See the Innovation domain for that ability.
Magic domain power is the same as PHB.
By tonight, I hope to have the repose and Weapon abilities settled.
