Are they there the entire time we're watching (up to 20 hrs)?

Patrols are, but not the same halflings.

What does the halfling patrol do when they encounter the elves?

Nod to each other.

Strategically placed Runic Markers.  The thought is to out them in sensitive areas (Our sleeping areas, the sleeping areas of the powerful people of the town, etc...) Only give the password to those who truly need it.
Excellent plan.

A note on the captured Halfling, no one recognizes him among the residents of Owt present.
Haas suggests Saladien and Grant question the halfling. Use Valizar if you need a "bad cop."

Kellen, the Emenotan champion and city leader, when he sees the prisoner and later asks what you intend to do, suggests, "One of the foot or me might be better, as we speak halfling and can play the role."

Grant agrees with Kellen in this

Are there any spells you cast or things you do in preparation for questioning him?  Where do you take him for that?

Also, list the questions.

Grant can activate a 'Zone of Truth' with his boots

Some questions:
  • Who are you
  • Why were you skulking around the Cleric of Celetal's temple
  • Who do you work for
  • Do you have any allies nearby

- There is a group of heavily armed elves that circle the lake around 4 in the afternoon.  Five in total, they are not recognized by any of the city leaders.

please describe these elves, and what gear they ware so I can formulate the best way to stomp them, and prevent them from running away like.. well and elf.

Grant or Saladien should probably make a diplomacy check with the inspiration spell.  I forget the name of it.

They are thoroughly armed, but you would not describe them as heavily armed (being an orc).  Armor, bows, swords.  They are clearly northern elves by the completion and equipment.  They walk and move with precision.

When you wake him, he is scared.  Saladien can roll the inspiration spell enhanced diplomacy check.

I really hope you meant 'bows'  otherwise this campaign just took a really dark turn....

Those can be set to active based on creature type/subtype. That's handy.
