Why not try the tactic that i suggested.  Tell the Horarians that you will not be at war with them and that you will only fight the pirates if they are a truly a nation of pacifist then that should be an easy solution.  If you do that then I will enter the war on against the pirate with the island and the relics.

I believe that will be militarily pointless.  The Civilians and the Pirates might not be of the same mind set militarily, but they are one people.  They are all Horarians. The Corsair forces are relatively small in number, and because we are of the goodly gods, they know we pose no threat to their cities either way.    The only tactics we can use on the Civilian that would work, would cause my god to question my faith. Unacceptable!
    If we strike hard at the pirates, they just sail away and make traps.  We need to find their bases, and destroy their means to make war.  Once their supply chain is broken, they'll need to turn more to the civilians to supply them.  If that happens, then the Civilians will have to pick and choose to either align their support or reject them.  Until then, we need to escort convoys, and lay our own traps for them to fall into.  Taking the fight to them has been almost fruitless to this point.

We separate them so we don't have to deal with the Horarian warships and then go after the pirates with our new ship and the republic war ships or at least break the blockade.  It is so much easier if the nation of the Horarians is out of the picture.

I'm not opposed to the plan, just don't think it will work!  Pirates are pirates for a reason, having "religion" come down on them isn't much different then "law".  People have been trying to pin them down for ages with little success.  I'm happy to help were I can though and give it the best chance for success.
