What are the rules regarding clickers in daily life?
Non-weapon clickers are regulated to the extent that they could accidentally harm a user or bystander. One gnomish family was banned from using giant automated sausage grinders after the church of Gnarion politely complained to the authorities that they repeatedly had to regenerate the children's limbs and digits for free under the Kingdom's laws requiring the church of the parents to provide free healing to children.
Weapon clickers are heavily regulated. There is only one well known and recognized gun shop in the Kingdom: Smokeweller's in Forestall, the goblin city. Still possession and use of a registered clicker weapon is not banned outright. However they are generally considered the weapons of criminals and loons and the user better have an airtight explanation to justify their use or they will certainly find themselves on the wrong side of a case. Unregistered possession is either a Minor or Serious crime depending on how dangerous the item. Possession by a criminal or in the course of a crime is always a Serious crime.
Despite these prejudices the Kingdom has a long tradition of embracing some technology and there is a high noble Plateau/Tinker Gnome family: the Tolists.
