Life and Crimes in the City
« on: August 24, 2011, 10:26:41 PM »
Within weeks of the legions moving west all of the cities saw an increase in crime.  Unaccompanied women reported being strong armed, dock workers beat up those that dared to unload a ship that would not negotiate with the unions and burglaries simply exploded.  The common people blame immigrants and ship jumpers for most of the problems, and in truth many of those caught are foreigners or barbarians who have come for work.

Still, the common people of the Kingdom seem more on edge, fights have become more common and more violent.  In the summer of 784 the murder rate reached the highest in memory.  Many feel that the oppressive heat, also the worst in memory, even Ice Gnome memory, contributes.  The Tamin River overflowed its banks twice as the heat melted the ice in the north to levels not seen in centuries, perhaps ever.

Constables are hard pressed to keep up.  Many volunteered and were given leave to join the fight, though the war is not as popular this time around.  Many who would not otherwise be accepted as constables for one reason or another are given their badge but the ranks are still thin.  Most work an extra shift or part of a shift every day leading to frayed nerves and complaints from the subjects.  The leadership is reluctant to discipline too harshly as they cannot spare the men.

Addressing the question about the prisons:  each watch station has a holding facility, usually just the basement.  The courthouse of each city has a more formal dungeon and for those convicted of truly terrible crimes the gaol of the Kingdom lies within Castle Gemblade.  Most crime in the Kingdom is punished by hard labor, which means banishment to one of he logging camps far in the wilderness or to the mines or the islands.

Yes, the first is really just to keep you up to date on what is happening in the war.

What are the rules regarding clickers in daily life?
Non-weapon clickers are regulated to the extent that they could accidentally harm a user or bystander.  One gnomish family was banned from using giant automated sausage grinders after the church of Gnarion politely complained to the authorities that they repeatedly had to regenerate the children's limbs and digits for free under the Kingdom's laws requiring the church of the parents to provide free healing to children.

Weapon clickers are heavily regulated.  There is only one well known and recognized gun shop in the Kingdom: Smokeweller's in Forestall, the goblin city.  Still possession and use of a registered clicker weapon is not banned outright.  However they are generally considered the weapons of criminals and loons and the user better have an airtight explanation to justify their use or they will certainly find themselves on the wrong side of a case.  Unregistered possession is either a Minor or Serious crime depending on how dangerous the item.  Possession by a criminal or in the course of a crime is always a Serious crime.

Despite these prejudices the Kingdom has a long tradition of embracing some technology and there is a high noble Plateau/Tinker Gnome family: the Tolists.

It is winter time.  Is there lots of snow in the city?  How efficiently is it removed?

I should have been more clear in the first post. It is still unseasonably warm in the 11th month. There have been no daytime snowfalls and only a night or two of flurries. The population is generally happy, particularly the vintners and farmers who have seen record crops. However there have been violent thunderstorms and even tornados, which are rarely seen in the Kingdom

How about last winter, what I can take from the experience of going through that?

Snow near the river or harbor is usually pushed in and the market is kept as clear as possible but by mid winter people use sledges, skis and snowshoes to get around.
