For some deities, the ability to grant water and air breathing has replace the turn or control undead ability.

If I understand this correctly these seem fine because you get a number equal to your turn undead ability and can use them to power divine feats.

The issue I have with this power is its duration.  Keeping in mind Water Breathing is a third level spell, and you are essentially giving the cleric on average 3 bonus 3rd level slots, it lasts 2 hours a level.  For this to be equal in power its duration should be shortened or it should not be able to be used in place of turn for divine feats.

I think it is not a big deal because the spell isn't really game breaking or very powerful even though it is a third level spell.  However, I would agree with your concern if it was a more powerful spell.  Nathan has it in the sea campaign and has used it once.

While the duration is long, the spell itself is useful but weak, so I think we can just leave it.
