After some discussion, if you have a Wild Talent or Expended Knowledge power, you must focus on it before using.  This is in the same same you must focus on a discipline to use the powers in it.

As Ruby as discovered, taking the Expanded Knowledge feat was too easy a work around to get access to powers of different disciplines and not have to switch.

I’m thinking that you should be able to focus on all non-discipline powers you may have at once, up to INT mod for Expanded Knowledge and CHA mod for Wild Talents.

Is that too complicated?

Characters just aren't going to have that many Expanded Knowledge, so making anything more that 2 is basically allowing all.

The Wild Talents you get two per, so Charisma may work for that.  But in general, I think it simply to say one or all.
