No one appears to be doing anything unusual at the buildings.  Some people walk down the street, but they don't appear out of the ordinary.

Looks like he was already demoralized.  He probably thinks we will just dispose of him when he tells us what we want to know.  That gives him a reason to hold information.

  "We can play this 2 ways... we can make the area a lot more dangerous, I believe a disguised assaulting of a constable or guard, daylight robberies, etc.  Then we can goto these people and ask for money, or we'll stop.  Or.. we can do the opposite.  Police the area, then attempt to take down the Security Company, or force money from them"


So many possibilities.
