If a character has an item that increases intelligence, does that character gain the benefits of extra skill points when gaining a level?  If not, why?  If so, what happens to those ability points if the item is lost or destroyed?  Does the character keep the points (are they permanent?) or does the character lose them like HP during a rage (are they temporary?)?

It says in the description of the magic item that you don't get the points.  Probably because of all the problems you mentioned in your post.
