I like the thought, but is that powerful enough?  Would reducing it completely (except in the case of a target having full cover) be more appropriate>

Yeah, that'll work.  Maybe relevant modifier + 1 times per day.  Do you think the number of times per day should be equal to Charisma or Dexterity?

I would say it should be equal to the number of Turn Undead attempts the cleric would receive if he had that ability.

A number of times per day equal to 3 + Charisma Modifier, the cleric may reload weapon as a free action.  This ability may only be used once per round.  It is a supernatural ability.  The cleric also gain the Quick Draw feat.

Reload should be a swift action instead of free. How many rounds can be loaded?

Alternative: How about granting a ranged weapon one magical weapon property for 1+cha mod rounds? Each +1 ability costs 1 turn attempt, max you can spend is 1 turn attempt per 3 caster levels, abilities do not stack.

That may be a nice Divine feat, but I don't like it as a base Turn Ability replacement.

What if we keep it a free action, allow it to be used more than once per round, and then say one round can be loaded per use?
